Labor unions and business leaders agree that permissible prospect limits (PELs) for hundreds of substances, put in 1971, are outdated.


Factors include changing industrial practices, technological disentanglements and growing scientific evidence about chemical risks. OSHA is a branch of the Department of Labor, Washington. unless complex statutory requirements have obstructed OSHA from updating the standards, lawmakers say.
